(in Iran) A letter, usually by a private citizen and sometimes by a public official, often addressed to the person of the President, a cabinet minister, a ranking government official, a deputy of the parliament (ie Islamic Consultative Assembly), or a government agency with a copy offered to one or more national newspapers touching on a controversial topic or voicing a grievance of public concern properly thus styled if published at least by one newspaper or other periodical otherwise considered simply as a personal letter addressed to that official.
